Anderson Township's Board of Zoning Appeals will take up two short-term rental requests and a variance for an ADA-compliant home addition when it meets Thursday, Sept. 3.
The two rental cases follow a short-term rental the board approved in December 2025 at 7856 State Road. One of the new applicants has been renting without board approval.
State Road rental: staff recommends approval
Richard Keith Waller and Kristine Song are asking for a conditional use certificate to operate a short-term rental at 7877 State Road, a 0.762-acre property zoned "B" Residence. The home was built in 1957, and the property was purchased in June 2024, according to the staff report. No exterior changes are proposed.
The applicant's house rules cap guests at eight, ban parties and events, set quiet hours from 10 p.m. to 8 a.m., prohibit amplified outdoor music and require guests to park only in the driveway.
Township staff is recommending approval with three conditions: a local property manager must be accessible when the home is rented, the host must participate in the rental platform's ID verification program, and contact information must be on file for law enforcement and fire services.
Staff did flag two gaps in the application. Waller did not specify how neighbors would be told whom to contact with concerns, and the application does not mention active monitoring of the property.
"We are committed to operating the property responsibly and in a manner that is compatible with the surrounding neighborhood," Waller wrote in his July 31 cover letter to the board.
That approved rental at 7856 State Road sits one block away.
Holiday Hills rental operated without approval
Cecilia and Richard Temple are seeking retroactive approval for a short-term rental at 8379 Holiday Hills Drive. The property has been operating as a rental without BZA authorization, according to the staff report. The Temples said in their Aug. 14 application they started the approval process once they learned it was required.
The couple has lived on Holiday Hills for 33 years. Cecilia Temple serves as the neighborhood watch captain, and the property is listed as a rental with Hamilton County, according to the application.
Treeknoll Court: ADA addition needs setback variances
Melissa M. Frantz is requesting a variance at 2946 Treeknoll Court to build an 18-foot-4-inch by 39-foot-4-inch addition. The project would create a first-floor primary suite for a family member with declining mobility, according to the staff report.
The addition would sit 33 feet from the front property line, where 50 feet is required, and 5 feet from the side line, where 15 feet is required. Staff analysis found the variance may not be substantial. The road's curve minimizes the visible impact of the reduced front setback, and six panhandle lots create at least 120 feet of separation between the addition and the nearest neighboring structure, about 129 feet away.
The addition would match the existing home's white painted brick and black roofing.
