Terrace Park Village Council plans to appoint Erica Moore as the village's new chief fiscal officer at its Tuesday, Oct. 13 meeting.

The appointment, designated Resolution 10-1, carries an emergency tag, meaning it would take effect immediately if approved. Moore is already listed on the meeting agenda as the chief fiscal officer scheduled to deliver a report to council.

She would replace Katie Lyons, who held the CFO role since 2018 and is now listed as clerk of council. The reason has not been made public.

Council also has two other fiscal resolutions on the agenda. Resolution 10-2 would empower the new CFO to revise the 2026 appropriation budget. The agenda does not detail which line items or dollar amounts would change.

Resolution 10-3 would formally accept tax rates set by the Hamilton County Budget Commission and authorize the village to certify its tax levies to the county auditor. The specific rates were not included in the agenda document.

The fiscal actions come as the village prepares for a separate ballot question on Nov. 3. A village information document explains that voters will decide whether to renew the existing 5.58-mill operating levy, which generates about $713,000 a year and accounts for roughly 30% of village operating funds. The renewal would not change current tax bills, according to the village document. If renewed, the levy would cost homeowners $123 per $100,000 of Hamilton County assessed property value for five years.

Finance Committee Chair Regina Sharp wrote in the document on Sept. 29 that without the levy, the village would need to identify expenses to offset a $713,000 reduction in operating funds.

Mayor Thomas M. Tepe Jr. is among the officials scheduled to report Tuesday, along with Solicitor Jeff Forbes, EMS Chief John Maggard, Fire Chief George Heffner, and Police Chief and Village Administrator Gerald Hayhow.

Council will also consider approval of minutes from its Aug. 11 and Sept. 9 meetings. Committee chairs listed on the agenda include Regina Sharp for finance, John Gaskey for planning and zoning, Kyle Lehman for buildings and grounds, Pat Wirthlin for rules and law, Pax Lindell for public works, and Lauren Ingebritson for public safety.
